Welcome to Get Involved RDKS!

The Board of the RDKS intends to establish a service in order to contribute to the on-going cost of operating the Heritage Park Museum. Heritage Park Museum is located in Terrace and promotes the area&rsquo;s social, industrial and economic history, the creativity and ingenuity of pioneer life in the region, and provides programs and events for local residents and visitors to the area. Currently Electoral Area &lsquo;E&rsquo; and a portion of Electoral Area &lsquo;C&rsquo; residents contribute to the ongoing operation of the Museum through an annual grant-in-aid. The RDKS wishes to change the annual grant-in-aid to a Service Area funding model to provide an opportunity for rural Terrace area residents to determine support for this service. The Service Area includes Electoral Area &lsquo;E&rsquo; (community of Thornhill), and a specified portion of Electoral Area &lsquo;C&rsquo; (which includes an area westerly to the Exstew River, southerly to the south end of Lakelse Lake, easterly including Chimdemash area to Ste. Croix Creek, and northerly to Goat Creek and the south end of Kitsumkalum Lake).The cost to property owners within the service area is in accordance with the Local Government Act, and the maximum amount that may be requisitioned annually for the Service is $40,000 or $0.0259 per $1,000 of net taxable land and improvements within the Service Area. For example, a property with a net taxable value of land and buildings of $300,000 would pay $8.18 annually, including fees charged by the Surveyor of Taxes.In accordance with Section 86 of the Community Charter, the RDKS will seek approval by Alternative Approval Process (AAP) within the timeframe of June to August 2024. The AAP allows voters to indicate whether they are against a local government proposal moving forward. The process requires that 10% or more of eligible voters sign and submit official opposition forms (also called Elector Response Forms) against the proposed initiative. If this threshold is met, then the local government must proceed with a referendum (assent voting) before it can proceed with the proposal. If you support the proposal, no action is required.Prior to the AAP process, the RDKS wants to hear from Areas &#39;E&#39; and &#39;C&#39; residents regarding establishing the Heritage Park Museum Service Area and is conducting a survey (see below). Heritage Park Service Area Establishment

Residents of the Copperside community have requested that the RDKS assume ownership and operations of the water utility in their neighborhood. The utility is currently owned and operated by Denarta Services Ltd. The RDKS has retained Tetra Tech Canada Inc. to perform an engineering assessment, which will determine the possibility of acquiring the water utility, and to assess potential upgrades to the system.The initial review shows that the RDKS could potentially assume ownership of the utility, if given approval by the Copperside residents. Thank you to everyone that came out to the open house events - the info boards from the event are available in the documents section on this page.We are currently collecting signatures for the petition to acquire the service. Home owners in favour of the project can sign the petition at the RDKS office in Terrace (300 - 4545 Lazelle Ave) between 8:30am - 4:30pm Monday to Friday, before March 31, 2024. In the fall of 2022 the Regional District of Kitimat-Stikine hired Binnie to develop a plan for the demolition of the old Ken Trombley Arena and the redevelopment of the site into an outdoor community space. The plan would include trail extension on the existing Ken Trombley Ice Arena site and to the Eagle Down Trail. The final plan will include cost estimates and park designs to support future grant applications for the project.On Tuesday February 28th, 2023 Binnie will be onsite at the Upper Skeena Recreation Centre doing a public information session and gathering public input into the plan. Come out to the Upper Skeena Recreation Centre at 2755 Hwy 62, Hazelton, BC between 4-7pm.With the conclusion of the public input session and the closing of the survey, Binnie will be putting together a final report. The final report has been completed and accepted by the RDKS&#39; Economic Development Commission.
