The Regional District recently completed a process to modernize its regulations in regard to cannabis production. A new bylaw was developed in alignment with current federal government legislation for cannabis cultivation and processing, which had evolved since the adoption of the Regional District's previous Medical Marihuana Production Facilities Bylaw in 2016.
The intent of this process was to replace the outdated 2016 bylaw with a new 2022 Cannabis Cultivation and Processing Bylaw. This new bylaw contains regulations for cannabis micro-cultivation, cannabis micro-processing and cannabis nurseries on rural residential lots and agricultural lots. It also includes updated regulations for cannabis standard cultivation and cannabis standard processing on large agricultural lots and in industrial zones in Thornhill.

Stage 1 consisted of background research including a review of current federal government legislation and approaches to regulating cannabis production in other B.C. regional districts.
Stage 2 - Draft Bylaw

Stage 2 included the preparation of a draft bylaw based on work completed in Stage 1. The bylaw was presented to the Board for 1st and 2nd readings and was advanced to Stage 3.

In Stage 3, the bylaw went through the adoption process including a public hearing, referrals to external agencies, approval by the Ministry of Transportation and Infrastructure, and adoption by the Board.
