Update: December 16, 2024

Bylaw 805, Copperside Estates Water Supply System Rates & Reg. Bylaw No. 805, 2024, received its third reading at the December 13th Board of Directors meeting; it's now available for viewing in the Documents folder on this page. This bylaw provides guidance on the regulation of the water system and appropriate fees for the service.

We're now able to officially describe how billing will work: residents will receive invoices from the RDKS twice per year, usually in January and July. You will also be billed by the BC government for the remainder, but this will show up on your property tax notice, which you'll pay to them as usual. The full cost for the service is about the same as previous years, it's just invoiced differently.

Cost breakdown for 2025:

  • January 2025: invoice for $187.70 from RDKS (includes cost for November & December 2024)
  • July 2025: invoice for $170.00 from RDKS
  • The remaining $842 will be billed on your property tax notice
  • Total cost for 2025: $1199.70

Update: October 21, 2024

The RDKS is pleased to announce that the agreement for the purchase of the Copperside Estates water utility has been finalized with an execution date of November 1, 2024.

The Copperside Water Rates Regulation Bylaw will be presented at the November Board of Directors meeting. Financial implications to residents will be finalized with the adoption of the bylaw, however, it is currently anticipated that they will be at the same level or lower than what was communicated to residents during the service establishment public consultation process.

Copperside Estates residents can expect a mailout in early December with more details about the water service and billing information. If anyone has questions in the meantime, please contact the RDKS office.


Residents of the Copperside community have requested that the RDKS assume ownership and operations of the water utility in their neighborhood. The utility is currently owned and operated by Denarta Services Ltd. The RDKS has retained Tetra Tech Canada Inc. to perform an engineering assessment, which will determine the possibility of acquiring the water utility, and to assess potential upgrades to the system.

The initial review shows that the RDKS could potentially assume ownership of the utility, if given approval by the Copperside residents. Thank you to everyone that came out to the open house events - the info boards from the event are available in the documents section on this page.

We collected signatures for the petition to acquire the service between early February and March 31, 2024. The petition was successful - 61% of homeowners signed in favour. The petition and a draft of the bylaw was presented to the RDKS Board on April 19, and the Board approved 3 readings of the bylaw and to move forward with the project.

The next step is to send the bylaw, petition results, and other reports to the Inspector of Municipalities for approval. Once that's approved, the Board will adopt the bylaw at their next meeting, then the transfer agreement can move forward.
