Forceman Ridge is an engineered landfill, located between Terrace and Kitimat on Highway 37, consisting of an engineered and composite-lined landfill, a state-of-the-art compost facility, septage facility and a five-step leachate treatment system. Landfill operations commenced at Forceman Ridge in November 2016. The facility serves a population of over 20,000 people from Terrace, Thornhill, and Electoral Area C (Greater Terrace) of the Regional District. Forceman Ridge also services the LNG Canada project in Kitimat.
What is Phase 1B and why is it under construction?
The initial landfill design for Forceman Ridge consisted of seven different phases, including Phases 1A through 1F and Phases 2-7. Phase 1A is currently in operation and nearing its capacity. To provide additional capacity and ensure uninterrupted operation of the landfill, Phase 1B cell construction was prioritized and is now in progress. What is the construction timeline?

A Request for Proposals for design and consulting services was posted on BC Bid. The Regional District received two bids and after evaluation, the project was awarded to GHD Ltd in May 2022.

A tender construction contract was posted on BC Bid. The Regional District received five bids and after evaluation, the construction contract was awarded to IDL Projects Inc. in July 2022.
Mobilization and Pre-construction Meeting

The contractor started mobilization and site set up on August 8 and a pre-construction site meeting was held on August 12.

Following a pause in construction over winter 2022/2023, Stage 2 of Phase 1B cell construction is scheduled to commence in spring 2023 and be completed by the end of the summer/fall.
