The Regional District is updating the 1983 Zoning Bylaw for Thornhill. This project will review the existing land use regulations and update the bylaw consistent with the new Official Community Plan (OCP).
The Zoning Bylaw Update is being led by the Development Services department with support from consulting firm WSP. The process consists of four stages of work and we are currently in Stage 3. Thornhill Zoning Bylaw Update has finished this stage
Stage 1 included review of existing conditions and background documents, including policy analysis and identification of issues and priorities to be explored in Stage 2.
Stage 2 - Engagement and Reporting

Stage 2 consisted of early community engagement and consultation with external agencies and stakeholders. A summary of Stages 1 and 2 was presented to the Board on Dec. 16, 2022 and the Board advanced the project to Stage 3.
Stage 3 - Bylaw Drafting

Stage 3 includes the preparation of a draft updated Zoning Bylaw, followed by engagement and consultation with community members and external agencies on the draft bylaw content (targeted for Spring 2023).
Stage 4 - Final Bylaw and Adoption

A final version of the bylaw will be prepared based on legal review and feedback received in Stage 3. The bylaw will then go through the adoption process, including a public hearing and external referrals.
